Why was Freeza still a Huge Opponent for Android Saga Tien ?

It's most likely because the shin kikoho doesn't actually grant power. It just pushes you back.

That said, Freeza is going to take down Tien even at the EoZ. Freeza is just too powerful.

When was Cell hurt from the Neo Tri-Beam. Was he hurt or could he just not get past the attack.

He had some bruises, though that seems to be only cosmetic damage so I wouldn't think too much of it.

He didn't take any significant damage from the attack, only superficial bruises at most from what I remember. Literally all it did was hold him down.

Anyway, as has been said, just having the attack isn't enough. If you're outclassed in all other areas, which Tien obviously felt he was to Frieza, then he's weaker. Remember, Trunks beat Frieza rather casually, which Tien wouldn't have a hope of doing which is why he was still in awe of his power.

Plus, Shin Kikoho would be difficult to use in a one on one fight. Hitting an opponent who hasn't even acknowledged your presence is one thing, trying to tag someone who is fighting you is another. Given the speed advantage Frieza would have, Tien probably wouldn't even be able to use it.

Freiza was the benchmark of strength at that point. It's that simple. Tenshinhan was probably weaker than max Freiza by the Cell saga, but his Kikoho could probably kill him.

Yeah I don't think that version of the Tri Beam was all that special. Personally I think it was just a massive Kiai. It can push anyone back but it can't kill them (Unless they're really weak? I'm not sure if Kiai's can kill at all.)
Kiai's are by definition defensive. Tri Beam is not a defensive technique. A Tri Beam is Tien's strongest offensive move. A Kiai is a lesser defensive move, which is why everyone was so impressed that Tien's kiai in DB stopped Tao's super dodon ray. Because he didn't even need to touch it. He just flexed his power briefly.

I can't agree with this either. A Tri Beam isn't like the Destructo disk. A Tri Beam is just a very powerful attack. It would have killed Freiza outright. The reason Tien considered Freiza a worthy opponent imo is because it took so long to beat him, and Tien is probably close to him in power now. That, and I don't believe Mecha Freiza was fighting at full strength in the Trunks saga. Which is why Trunks killed him so quickly.

Cell wasn't hurt from it, but it did stun him. It's the same concept as being hit with being hit repeatedly with a volley ball in the head. It most likely won't hurt you, but it's incredibly distracting.
